Created in 1998, Clown with Cops belongs to Banksy’s earliest body of painted works and already demonstrates the visual language that would define his career: bold graphic simplicity, biting political satire, and the unsettling collision of innocence with authority.

At the centre of the composition stands a brightly coloured children’s mascot, paintbrush and bucket still in hand, flanked by two British policemen who appear not to be arresting the vandal, but escorting and protecting it. The absurd reversal is immediate. Rather than enforcing the law, the officers become accomplices, quietly legitimizing the very act they are supposed to prevent.

The work can be read as a sharp commentary on institutional hypocrisy. The clown, with its exaggerated smile and childlike appearance, represents the comforting façade behind which authority often conceals itself. Banksy suggests that power rarely presents itself as frightening or oppressive; instead, it frequently wears the reassuring mask of entertainment, patriotism or public order. The clown’s cheerful expression contrasts violently with the blood-red paint dripping behind the figure, hinting that beneath appearances lies a far more disturbing reality.

Even at this early stage, Banksy demonstrates his remarkable ability to appropriate familiar symbols and invert their meaning. The clown is traditionally associated with laughter and innocence, while the police embody law and protection. Together, however, they become a metaphor for propaganda, suggesting that spectacle and authority can work hand in hand to manufacture consent rather than question it.

Stylistically, Clown with Cops also marks an important moment in Banksy’s artistic development. Unlike the monochromatic stencils for which he later became famous, the work combines expressive brushwork with vivid colour, revealing an artist still experimenting with painterly techniques while already displaying the conceptual clarity that would become his hallmark.
